Bonds for libraries, 'COPs' for police building

Barton said when he first began considering COPs he too was "reluctant and hesitant and quite doubtful."

But the public safety building just doesn't have the support, Barton said. He said his son, home from college, didn't know where the police department is, at 275 Forest Ave., while he "knew where all the libraries are."

But the city will have to work hard to find the money to pay for the project, Barton said. Staff estimates the building's cost will climb by about $500,000 for each month of delay after April 2009, based on the $69 million estimate and a 10 percent increase in building materials the city has experienced over the past two years.

"The key is to get us moving down the road and getting this building built," Barton said.

The COPs would be issued in April 2009, when construction is slated to begin.

A blog about technology from BBC News

They see themselves as passive conduits, like a road network or the postal system.

The global record industry has been quick to back the government's proposal.

"It is simply not acceptable for ISPs to turn a blind eye to the piracy on their networks which is at such a rate that there are 20 illegal music downloads for every legal track sold," said John Kennedy of the International Federation of the Phonographic Industries.

Digital rights activist will be outraged by this move, I'm sure. Monitoring our internet traffic will have huge privacy issues.

No-one can deny that the scale of copyright theft is mammoth. A cursory glance at a website like The Pirate Bay revels thousands of films, TV programmes, albums, software programs etc being shared across the net.

Ford's new green-er engine isn't a hybrid

Kudos for Ford for taking the lead and rolling out a new generation of advanced gasoline engine technology. The move is fresh evidence that Detroit has more mileage boosting tricks up its sleeve than you may have guessed. The Detroit Free Press is reporting that Ford is set to unveil a new internal combustion gasoline engine that takes a big leap forward in gasoline engine efficiency.

It's not some new advanced hybrid. Rather the engine combines a pair of off-the shelf technologies of the sort long called for by auto experts such as the Union of Concerned Scientists (UCS). Called EcoBoost, Ford's advancement combines turbo-charging and direct fuel injection technology to achieve up to 20% better mileage. The first model to get the green treatment will be the 2009 Lincoln MKS (photo).

Beautiful game?

The way I see it is very simple.

Sledging should not be aggressive.

Rascism should not be tollerated.

Sportsmanship should prevail.

To me excessive sledging and not walking when umpires have made glaring errors is against the spirit of the game and should be viewed as such. The Oz should follow Gilchrist's example of play hard until your out then walk. The problem with this Oz side seems to me the lack of respect they have for their opponants (with a few exceotions).

My most pervading memory of the glorious 05 Ashes tour was not the victory parade but the duel and mutual respect shown between Flintoff and Bret Lee - this was what I loved about that tour two teams at it hammer and tongs yet in the midst of it was a paramount mutual respect.
